Over the last three decades British political parties have radically, and repeatedly, changed the ways in which they choose their leaders. This book describes, in far greater detail than has appeared before, the frequently bitter debates over leadership selection in the Conservative, Labour, Liberal, Social Democratic and Liberal Democrat parties. Given the extensive efforts parties have devoted to refining their selection rules, it is surprising to find that the new rules have had few identifiable consequences. Only rarely have the rules affected who runs for party leadership, how they campaign, or who wins the contest. Careful analysis reveals that, contrary to conventional belief, leadership contests are far more likely to be beneficial than harmful for a party - as was again demonstrated by John Major's 1995 re-election as Conservative Party leader. Based on extensive interviewing with former party leaders and other politicians, this book is a fascinating study of an important yet poorly understood phenomenon: party leadership contests.

Some of the worst selection practices to be found anywhere can be found at the top of organisations. Even when senior selection is not egregiously bad, rarely is it as good as it could be. Front-line staff and middle managers are selected with much more rigour today than 30 years ago - but not the chairmen, chief executives and chief officers who lead them. So says Douglas Board in Choosing Leaders and Choosing to Lead. Dr Board draws on his extensive experience in executive search and in leadership, coupled with his own academic research embracing the sociology and psychology of scholars such as Pierre Bourdieu and Karl Weick to offer ground-breaking insight into the value and limitations of established selection practice. This book illuminates ways in which senior roles differ from other positions and will help those charged with selecting individuals for senior positions, as well as potential candidates, those concerned with regulating selection policy, and researchers. Examining the classic mix of competency frameworks and selection tools such as psychological and skills assessments, simulations, reference-checking and interviews, the author concludes that senior selection choices are holding back organisations and individual careers, with implications for diversity, effectiveness, and social justice. He contends that while complacent, self-regarding elites will always need vigilant challenge, the scientific approach to selection has weaknesses as well as strengths. Those weaknesses become more pronounced at senior levels, posing particular questions about, amongst other things, the role of intuition and politics.

Political elites are a key topic in contemporary China studies, and have been investigated in relation to factional politics, generation politics, technocracy, and crucially, institutionalization. The institutionalization of elite replacement began in China in the 1980s and quickly accelerated after the early 1990s, as mechanisms emerged to regulate political elites’ entry and exit, including age limits, term limits, and step-by-step promotion. By examining the various processes of elite selection, this book explores the role played by institutionalization in elite recruitment, promotion and turnover in China. While existing studies have developed our understanding of Chinese elite politics, two key puzzles regarding institutionalisation remain. Although institutionalisation is recognised as an important trend in Chinese politics, there is as yet no theoretical framework to explain the forces that have brought about and sustained this. Further, it is unclear how the process of institutionalisation has impacted on factional politics, and how factions would continue to operate within the parameters of formal politics. Drawing on a wide range of studies, this book looks at Politburo members, senior People’s Liberation Army officers, provincial leaders, heads of major central state-owned enterprises, and Youth League affiliates, to provide a comprehensive understanding of elite recruitment and mobility in contemporary China.
